Over the last 2-weeks, there have been 3 firms that came out publicly to state that PADD 3 refineries are hoarding crude. The first one came from Energy Aspects, comments below: US crude hoarding Prior to December 2015, crude oil exports were restricted to: (1) crude oil derived from fields under the State waters of Cook Inlet of Alaska; (2) Alaskan North Slope crude oil; (3) certain domestically produced crude oil destined for Canada; (4) shipments to U.S. territories; and (5) California crude oil to Pacific Rim countries. PADD 3 (Gulf Coast) PADD 3 (United States Gulf Coast) has half of the oil refining capacity in the US. The vast majority of the refineries are in Texas and Louisiana. Crude oil demand by Gulf Coast refineries was almost 8,000,000 bbl/d (1,300,000 m 3 /d) in 2012, of which 2,200,000 bbl/d (350,000 m 3 /d) was imported heavy oil.
